Dilute comes as a powder, not pre-mixed in a bottle. Just add tap water to your reusable bottle, drop in a sachet, and shake to get a full bottle of cleaning solution.
You refill the same bottle every time, so you don't need to buy or throw away a new plastic bottle.

Fill the bottle with 600 - 750ml of cold water.
Sachet
Add one sachet (whole) to the bottle.
Shake
Attach the spray head and shake for about 30 seconds until the sachet has completely dissolved.
Use
Refill the same bottle next time, no single-use plastic waste.
